The CVtagset can be used to “mark” your location and knowledge as a jobseeker in a CV you publish on the web. It also can be put somewhere else on your website or blog (without publishing your CV there) to simply show that you are searching for a new job.
The good thing about that is, that you have full control over your privacy. If you are blogging anonymously (but of course you must have a contact option like an email-address or an email-form) you can still use the CVtagset: simply put it at the bottom of your blog or website.
(The usual thing jobseekers must do nowadays is to fill out a full CV showing their birth date, address, email address asf. .. If you use the CVtagset you can decide how much you want to publish on the web)
EXAMPLES
A sociologist specialised in “social franchising” living in Prague, Czech Republic, would put the following tags on his/her CV or website:

A research institute looking for a researcher specialised on social franchising (worldwide) would use the following search string:
CVtagset “social franchising”
A recruiter looking for a sociologist in Prague, would search for:
“CVtagset cz prague” sociologist
And someone who is looking for a sociologist anywhere in the Czech Republic would use
“CVtagset cz” sociologist
